Does the WebView Avatar Creator still only works on windows?
And if so, is there a plan to open it to be able to build for all plateforms soon?

You can use Avatar Creator, which also allows you to customize the interface. You can build for any platform supported by Unreal Engine. You can learn more about it in our documentation here:

Does it have a Blueprint version to ease the process?
It is a Blueprint. It is built off of C++ classes, but all are accessible in the blueprints for the widgets.
Firstly, you need to make the Plugin folders visible in the Content Browser (On the right-hand side of the content browser → Settings > Show Plugin Content) as shown in the screenshot below:
Then navigate to the Avatar Creator > Widget folder in the RPM folders:
